Democracies around the world are facing challenges, both internal and external, that have called into question whether this century will see the advance or decline of liberal democracies. In particular, China and Russia have used different tools and tactics to interfere in democracies, albeit with very different objectives. Restoring the foundation of the liberal order will require addressing the gaps that autocrats have exposed in democratic societies, both in how they govern and in how they protect against foreign interference.
