Since 2014, Russia has annexed Ukrainian territory, funded a separatist movement in Eastern Ukraine, and seized Ukrainian naval vessels. After several years of a cease-fire, thousands of Russian troops are now massed in Russian territory near the border with Ukraine. Russia and the West are trading accusations of provocation.
