Since World War II, the United States and Europe have been each other’s most important allies in promoting a shared vision of international order. But in recent years, geopolitical changes have shaken the international system, and tensions between Europe and the United States have grown. The COVID-19 pandemic has increased the strains on global order. What are the prospects now for a renewal of US-European cooperation in the face of new threats and challenges?
